Why can't my multi code blu ray player play a Region B blu ray disc.?

My 2 blu ray players at home will play a Region 2 blu ray disc, but not a Region B blu ray disc? Isn't Region 2 the same as Region B? 

Is there anything that I can adjust to get them to play the Region B disc?
